joining the EU would not improve their economy any more than it would improve if the EU opened its market to Ukraine. at the end of the day, they are after what Turkey is after, free movement inside of the EU.

The tariffs trump imposed last time were kept in place by Biden or he paused some to resume later. so Biden and his admin does not see many of the tariffs are bad because they kept them
