Trump doesn't have the power to tariff countries without Congress. They already ratified a treaty.
The only way he could tariff Mexico and Canada was through a National Economic Emergency Power in the Tariff law Congress gave him.

Less than 1% of the flow of Fentanyl comes in from Canada.

Trump needs to make up revenue for the tax cut and other programs he wants. Hence the need for tariffs.
