Considering the unprecedented challenges posed by the COVID-19 pandemic, I think it is essential to evaluate the circumstances before making judgments. Unlike any other regime, pandemic occurred under Buhari and led to a global economic downturn. The drastic decline in crude oil prices, which fell below production costs at the same time severely impacted Nigeria's economy also.

This situation forced the government to resort to borrowings, which was a necessary measure to mitigate the economic crisis. The situation was so dire that governors from various states, regardless of their party affiliations, requested the federal government to obtain Paris Fund loans on their behalf. In addition, the government introduced stamp duties on transfers, which are still being shared among state governors on a monthly basis.

We had the opportunity to build fortune under GEJ where the cost which was benchmark around $70/barrel while preparing budget jumped to over $150. But mismanagement and corruption led us to where we are.

In short, I am not surprised at all. Even towards the end of GEJ tenure, FG has started borrowing to pay its workers despite the boom experienced.
