One can count what oil money was used to do in Lagos and it is not more than what obtains in other states. Then it is in this same Nigeria that Buhari as military.head of state canceled the Jakande metro in Lagos that was already paid for to the tune of 50 million dollars 1983 money. The magic that is happening in Lagos is because the state government is a big spender and a big employer of labor unlike other states and it is not too late for any state to start. If no IGR, you can not have a large labor force or fund big projects

You can't be counting airport, seaport and bridge. Other places too have infrastructure. Lagos have had ports centuries before Nigeria. What is making Lagos continue the lead is mainly because the LASG have IGR. If any state take part of their GDP through taxation, they will be able to do big things too and some states are on the way there. What is needed is for a state not to depend on allocations and a state where millions have income have no reason to be depending on federal allocations
