How do you expect Palm Oil to be cheap in the North?
Palm Oil in the North is only consumed by non-indigenes, there is no Northen traditional meal cooked with Palm oil because Palm oil is not indigenous to the North.
That said, the people who consume Palm Oil in the North are mostly people from Middle belt and Southerners as it is those regions where Palm oil is produced.
Palm Oil in the North is expensive because it faces the same transport, security and extortion issues causing Northern products to be expensive when it arrives in the South.

I'll advise heavy users of palm oil like myself to wait till ending Febraury, March or early April to buy Palm oil in large quantities because its supply becomes and cheaper during the heat seasons. Afterwards, supply becomes a little short and prices begin to go high again .
