They were part of Nigeria before the war and remained so after. So they had no borders. They were trying to establish their borders which failed during the war. You can't compare with Niger for example that have established borders with Nigeria. They have the advantage of those borders being internationally recognised as theirs which gives them leverage in terms of launching attacks
