The question to ask is, who was the head of state when the annulment came? Who have the final authority to make or unmake things?

True, Abacha may be no more to tell us his side but that fella was a don in the corridors of power since the 1960s until he became head of state in 1993. Forget whoever was head of state, Abacha couldn't be messed with, somehow he knew his way around the military and often credited with having a major hand in most of the coups that took place

IBB should shut up. It was all planned and he was aware of it. Abacha needs to be compensated or rewarded with the presidency after IBB as a way of telling him thank you for saving his life in the Gideon Orkar coup. Abacha single-handedly sneaked IBB and his family out of Dodan barracks when the coup plotters came to kill IBB at dodan barracks. Thereafter, Abacha personally went to the radio station to disrupt the on-going announcement by Gideon Orkar and arrested him. Abacha had the chance and opportunity to take over the presidency at that moment, but he remained loyal to his boss, IBB.

Abacha didn't take over because he was bidding his time, that man was a smooth criminal so long as coup plotting was concerned

Babangida always said he was in full command of his environment. Now he's saying that his minister of defense took the decesion to annual a presidential election without his approval, yet he went on National TV to announce the same annulment.
