They can't because before he took the position of minister under APC, he secured a document signed by his ward chairman and Rivers state council of PDP permitting him to do so in the interest of better Nigeria.

So they need to be able to revoke that document from the ward level. Else he will take them to court and win.

That is what he is banking on.
