I had some free tweaks . rambooster would effectively shut down every other process running in the background in realtime, set it to a limit of say 8MB free, that was 16MB of RAM machines , you'd always have 8MB unless the foreground process was using more than that
Then on IE6, there was a registry setting ":MaxConnectionsPerServer =XX ": which would tell IE6 to use say 6 streams to fetch a webpage. Kinda like what download managers like IDM or prozilla in Linux do when doing downloads.
Usually my PC was always the fastest ,I would find coworkers sitting on my PC in the office.
I never went into serious web dev ,I spent more time on MCSE ,Cisco certifications plus a whole lot of equipment vendor certs like IBM and Mikrotik.
Nowadays I'm lazy, the first thing I do is look for ways to automate scripts task schedules ,network management tools and alerts ,saves me a ton of time .

The truth is I don't even understand enough about the programs to even say they were wasteful.
Congress allocated money and negotiated most of the programs, so there had to be a rational behind it.
And until I can fully understand that rational and be able to say the rational wasn't worthwhile then I can't call the program wasteful.

Like the programs that provided aid on ebola. They were probably concerned if they didn't fight it and understand it outside the US, if and when it did hit the US it would be devastating. So, in one sense it was aid, on the other it was preventative for US citizens. So, if it did come to the US, how much more money would we be spending then?

I think MAGA isn't understanding that people like Elon are out for their own interests. It's almost sad that the simple manipulation tweets he posts actually work on them.
