Several things I've picked up EU countries have very small armies. Norway 16000 Denmark a few thousands, UK 60,000 .. etc They never bother with defence that much , Because an attack on them is an attack on NATO. America underwrites Europe security guarantee .

For all intents and purposes there is something called civility and decorum. Z was going to sign a long lasting deal which would have immediately charted a clear defined path to end hostilities. Some people are very cautious about appearances,dress codes and decorum.
There are some professions you don't show up at the work place without formal dressing.. like law firms banks and accountancy firms. Some medical facilities demand consultation doctors be dressed formally.Infact I know some top firms limit which neighborhood you can live in and which streets not to go shopping. Others demand senior and managerial staff to join exclusive membership clubs . All to project a certain corporate image. There are some firms where your suits must be of a certain colour, dark corporate colours like grey or navy blue . Golf clubs have a dressing code too, they'll kick you out if you don't adhere to it's dress code.
