However , if what is stated is true, then Prof. Babagana Zulum would have acted out of his character of being a caring Governor who truly has the interest of his State at heart.

Why was it erected this high if it qas violating anything? Even if it volated something, for letting the builder wasting his resources the govt is suppose to refund the building owner. This is part of the effect of unconditional Oyel money to states. They have no value for investors or investments. See how schools are being closed for fasting and religion takes the place of public amenities. They have zero value for creation of commomwealth.
