If it's brand new, it's factory error, the battery is bad, a battery replacement will solve it

My pixel 4xl have been having same issues almost a year now, but it charges when in bootloader mode, reason why I'm skeptical it's a battery issue

Either US or not. It's does not matter as you don't get any warranty plan and only 5g so far as you are using it here in Nigeria.
