The government only makes money through the tariffs if people still buy those foreign goods.
If Trump is saying buy American goods and companies move to the US and produce those goods here, there is no revenue from Tariffs as people will buy American goods.

Elon uses repetitive speech because he has aspergers syndrome. U can easily recognise aspergers with this and few other communication problems.
