No money to fund capital expenditure for foreign missions, use the Permanent Secretary or the most senior officer in those foreign missions to run diplomatic and other roles.

If you ask these potential ambassadors why they should be chosen, you here 'because i want to serve my country,I want to reshape the countries image positively off shore' bla bla bla (lies) ,as a test,from their pockets, if anyone of them will accept to run their respective embassy captital and current expenses for 6 months, we should believe they come to serve
I can tell you 70% of these hungry men and women will withdraw.
