It's not true that previous administrations did nothing to tackle offshoring. I don't want to engage in a back-and-forth comparison with Biden's administration. But its important to recognize that past administration should not justify the chaotic approach taken by Trump.

As for industrial 3-phase industrial scale it's quite expensive to use transformers or variable frequency drives . Probably they'll have to dismantle them and rebuild them afresh
China can't channel their commodities through Vietnam or Sri Lanka etc because the rest are at 10% I presume during negotiations, they will have to strictly agree not to transship Chinese made products to America.

You should leave too, they are coming for you next. I had this same exact thing happen to me when I was a director. I spent a good portion of my last year of a company I was with laying off like 70% of my staff for overseas contractors. I was there for almost a decade. Just for my ticket to get punched when there was no more salary to cut but cuts still needed to happen. When companies are willing to dismiss good talent its the sign of the end times. Unless your on the top and able to last it out to rebuild when they change back from overseas in a few years. Its not worth it, go find something else.
