3. Round up some suspects and do some interrogation. Problem is, people can say anything to get police off their backs. They can admit to crime. and then when it is time for prosecution, it turns out they were innocent.

It's going to be effing hard, whoever did the murder...herdsmen, ritualists, or whoever. The body was in the water, so forensics gone. It's all messed up either way.
