I think this can only work if it will take the form of state or local police. That's to say only indigenous people should oversee the affairs of the outfit. Police owned, controlled, funded, equiped,etc by each state laws and government that does not have any influence or control of the fg.
Let the military defend the territorial/ boundary sovereignty of nigerian and state police do the policing of each state.
Only the indegens should be the personnel of state police.
With that the problems of terrorists, killer herdsmen, etc will disappear asap.
This will make all Nigerians to learn, to know and to respect the laws of each state of the federation just as it's done in USA.
