Maybe the roads leading and surrounding his private residence. Maybe some facilities were fixed in his community, just like the case of Buhari and Daura, his town.

But I think a man of Otti’s range should fix his private home from his private pocket. That should not take him much, don’t you think?

Every southern governor has done this at some point. Personally, I don't see anything wrong with it. So long as he wasn't using public funds to upgrade his house, but upgrading the road and infrastructure in his community is not bad.
