But by 1971 they abolish Federalism for Unitarianism hence their problems today.

That's not how a federation works, you don't take what belongs to others and spread it around. In a real federation, the Regions and provinces control theur resources, pay an agreed tax to the federal government, and all Region's develop at their own pace.
