OUK was the progenitor of bad governance in Abia state. He initiated the politics of mediocrity in Abia, where your successor will be worse than you. You are talking as if you were not aware of the "Mamacracy" govt of OUK. It is pure sarcasm for Otti to say OUK built roads in Abia. Is it the roads he was constantly claiming to be federal roads? Which road did he build? Otti was mocking him
