Abure was a make shift venue of the then Supreme Military Council chaired and headed by Gowon with other regional military governors, the Inspector General of Police and the Heads of the Navy and Army in attendamce.

Abure was chosen as a venue because Ojukwu refused to attend any of their previous meetngs that were held Lagos and Benin.

Ojukwu cited security concerns for his own safety as reasons why he will not be in attendance in any meeting held in Nigeria and insisted that the next council meeting should be held in Enugu or he won't be in attendance.
