As to the example, Yes, that's the point of both.
It gives the President leeway for quick retaliatory strikes under imminent circumstances yet forces him to seek Congressional Approval for things that may take us to war that aren't imminent.
Bombing Iran's Nuclear facilities because they may make Nuclear weapons one day when our own Intelligence Agencies say they don't want Nuclear weapons is not an imminent threat.
