Or what happens if the person is there, the courts finally rule and say that he was mistakenly deported, yet a civil war has broken out and the US has not means to return him?

What is the balance in the rush to "deport" someone vs. the time it takes to give them due process to make sure they are not meant to be deported?
What is also the desire to visit cruel and unusual punishment on people by deporting them to dangerous places where they can be killed?
That seems inconsistent with the Constitution's ban on cruel and unusual punishment.
