I suspect (but I do not know for sure) that Donald Trump got the idea from Boris Johnson.

Many illegal immigrants are streaming across the English Channel to the UK. It's a huge problem that they haven't been able to solve for around 15 years. By law the UK have to accept them if they ask for asylum once they are on British soil.

Boris Johnson's idea was to do a deal with Rwanda to take them while their asylum claim was being processed. The deal was challenged in the courts and in Parliament and it never happened before the Conservatives were voted out.

Some South American countries have refused for US planes deporting migrants to land. Even they do not want such criminals, if you know the type of criminals they are deporting, you will fear.
