Why has ebilokan failed to use the 53% more money from the jointly owned federation account, to do many times more than the governors are doing instead of borrowing more than previous presidents?

Any idea why ebilokan is still a complete failure and total waste despite all the increased money from subsidy savings, increased tax burden and loan burden on the poor?
