So if you have troops within the airport vicinity and there is an emergency, they should just sit down and watch because it is not their job to rescue or assist those rescuing people?

Yes but sometimes an aircraft can lose traction on a wet runway and skid off the runway depending on the approach angle of attack , the level of wetness and the condition of the tyres , in these conditions a plane tyres can hydroplane and losses complet tractiion

A WET SLIPPERY SURFACE CAN CAUSE SKID OR EVEN OIL SPILL ON THE RUNWAY CAN CAUSE SKID.


IN MOST CASES THE PLANE ITSELF IS NOT AT FAULT.


THE FAULT USUALLY IS THE RUNWAY POOR MAINTENANCE

IF A PLANE HAS BEEN FLYING AND LAND SKID, THE AIRPORT AUTHORITY IS TO BLAME FOR POOR RUNWAY MAINTENCAE.


IF ANY LEAK OF OIL OR DIESEL IS ON THE RUN WAY FROM VECHILES OR EVEN PLANE, IT WILL AFFECT THE NEXT PLANE TO LAND USING THAT RUNWAY.
