FLASHBACK: In 2016, Buhari Banned Medical Tourism. EFCC Later Froze Patience Jonathan’s $15m for Medical Bill

Femi Adesina, the Special Adviser on Media and Publicity to the late former president Muhammadu Buhari, claimed on Tuesday that his principal’s death would have come sooner if he had entrusted his health to Nigerian hospitals.

While Adesina claimed that Buhari needed time to fix the country’s healthcare, the former president did say on April 28, 2016, that his government would no longer sponsor medical trips abroad for government officials.

Isaac Adewole, Minister of Health at the time, was representing Buhari at the opening ceremony of the 56th Annual General Conference and Delegates’ Meeting of the Nigeria Medical Association (NMA) in Sokoto.

There, Adewole said, “While this administration will not deny anyone of his or her fundamental human rights, we will certainly not encourage expending Nigerian hard-earned resources on any government official seeking medical care abroad, when such can be handled in Nigeria.”

Two months later, Buhari travelled to the UK on June 6, 2016, for what Adesina described as ‘precautionary’ treatment for a persistent ear infection. At the time, Adesina also said his principal had been consulting the London-based doctors since the 1970s.

By December 4, 2022, Buhari had spent 225 days outside Nigeria for medical reasons alone.

In March 2021, the then-president was in London for 15 days while members of the Nigerian Association of Resident Doctors (NARD) were protesting unpaid allowances.

During these medical trips, it was unclear how much the federal government was spending on his health, but in 2017, when the Economic and Financial Crimes Commission (EFCC) froze four Skye Bank accounts, they learnt $15 million was set aside for the medical bills of former first lady Patience Jonathan.

These companies, Pluto Property and Investment Company Limited, Seagate Property Development and Investment Company Limited, Trans Ocean Property and Investment Company Limited and Globus Integrated Service Limited, were in the names of a houseboy, a driver and other domestic workers of Waripamowei Dudafa, a former Special Adviser on Domestic Affairs to President Goodluck Jonathan.

Patience wrote to the EFCC to say $15 million in the accounts belonged to her and was set aside for medical treatment. She said she underwent eight surgeries in February 2013.

The anti-graft agency said the recovered sum was part of an investigation into fraudulent activities, and it would not hand the money over to Jonathan as her details were not linked to the accounts.

The Nigerian Army attacked the Shiite community (Islamic Movement in Nigeria) in Zaria, Kaduna State, killing between 348 and 1,000+ civilians, according to various reports. Bodies were buried in mass graves, and Shiite leader Ibrahim Zakzaky was detained .

In October 2020, peaceful protests against SARS police brutality escalated when soldiers opened fire at Lagos's Lekki Toll Gate. A judicial panel confirmed 11 deaths, while witnesses and NGOs suggest more, possibly over 12 .

⚔️ 3. State-Sponsored Violence & Security Crises

Operation Python Dance II (Dec 2016–Feb 2017): Targeted IPOB in southeast, resulting in ~80 deaths of pro-Biafra supporters .

Agatu Massacre (Feb–Mar 2016): Fulani herdsmen attacked communities in Benue State, killing around 300–500 people .

Frequent attacks on worship centers, including the June 2022 Owo church attack in Ondo State with ~40 fatalities .

🧨 4. Widespread Violence by Non-State Actors

Under Buhari, bandits, herdsmen, Boko Haram, and terrorists largely escalated their violent operations. In the first quarter of 2022 alone, 1,884 people died across the country .

Reports estimate that over 11,000 civilians and security personnel were killed by terrorists, bandits, and herdsmen between 2015–2021 .

Notable massacres include:

Zamfara (Jan 2022): Over 200 civilians killed .

Kebbi (Mar 2022): Bandits ambushed vigilantes and security officers, killing over 80 .






🕊️ 5. Extrajudicial Killings & Military Force

Numerous reports highlight extrajudicial killings and military violence against civilians (“unknown gunmen”) during his administration, including 4,068 killed by military between 2015–2019 .




In nutshell,

Under Buhari, tragic loss of life occurred through a combination of:

1. state-led violence (Zaria, IPOB operations, #EndSARS shooting),


2. insurgent and bandit conflicts (Boko Haram, Fulani herdsmen, militia),


3. extrajudicial actions by military/security forces.



These events drew widespread condemnation and left a legacy of deep polarization and grief.

Sponsoring people for medical reasons abroad is still better than sponsoring pilgrimage to Jerusalem or Mecca. Infact the pilgrimage is what we need to discourage immediately

$15m for medical treatment alone? Nigeria remains a cesspit of corruption and no government, past or present is holy. It's as if there is a competition between governments to determine which is more corrupt. Buhari came and did X2 of what GEJ did. When you think of the past you will be shocked to see that the present is worst. We all need the kind of revolution ongoing in Burkina Faso right now.

You have brilliant Nigerian Doctors scattered around the world ,why is there no appetite and ambition to attract them back and give them even better packs,working conditions and standards of living that what they are being offered where they are. This goes for professors and educators as well . I don't get this dependency mindset for real. It's embarrassing that an elite of any country have to depend on other countries for basic healthcare and education. There shouldn't be any Nigerian politician whose kids school in other countries, because then....why would they fund and improve the sector in Nigeria?💁‍♂️. It's absurd that you have children of your leaders taking pics in different Universities around the globe that are well funded by the government and private sector over there....something that could be easily replicated over there as well if citizens put their foot down. But it seems that the citizens as well prefer anything foreign as opposed to fighting for the improvement of what's theirs .🥱
