Those countries you mentioned don't have quality players, that is why they can't win it, or do you think if Argentina's squad wear the Libyan jersey and use the Libyan flag they won't go far in the World Cup? Do you know club football is not national team football? Your team is only as good as the quality of your players and signings over time.

It's why funding for sports even for national teams don't come from government. Federations are expected to sort out their own funding from partners and sponsors so your rewards as an athlete is determined by how much funding your sports association gets. If the President of the US does this for example for one sports, he is by law expected to do same for every other sports cause not doing so would be discrimination.
