…SAYS ENFORCEMENT ON GROUND RENT DEFAULTERS TO COMMENCE SOON

As part of measures to tackle various land use violations and other issues in the Federal Capital Territory (FCT), the Minister, Barrister Ezenwo Nyesom Wike, on Friday, August 8, 2025, inaugurated two significant ad-hoc committees with a two-week timeframe to review the issues and submit recommendations.

The committees, one, on the review of controversies surrounding River Park Estate, and the other on the review of Land use/purpose clauses of land and properties at locations overtaken by commercial and other activities, were also charged to discharge their duties with utmost professionalism.

Inaugurating the committees, Barrister Wike emphasized their significance in streamlining the FCT Administration's services and restoring order to the city's development, stressing that their work must be impartial and free from any external or internal influence.

Explaining the terms of reference of the Committee on the River Park Estate, which is chaired by the General Counsel/Secretary of the Legal Services Secretariat, Barrister Salman Dako, the Minister said the Committee will review the issues surrounding the estate and investigate reported violations of the agreements made between the FCT Administration and the developers of the mass housing project.

The Minister said, “The first Committee has to do with the issues that cropped up in the River Park Estate. Sometimes, government will give out letters of intent to those that will say they want to develop mass housing and government will always have an agreement or what you may call Memorandum of Understanding. We find out in most cases that these agreements are being violated. So, this Committee is to look into the issues that have to do with River Park Estate and advise the government on the necessary steps to take in order to correct some of these anomalies.

“The assignment must be concluded in two weeks. There will be no extension of time. So, if it requires you to sit from morning till night, may it be so. We are not going to delay.

“And let me warn that it must be done professionally. I don’t want to hear of any issue of influence from outside. If I hear that somebody has interest, be it from outside or from the FCTA, particularly AGIS and Land Administration Department, you know the consequences of it. So, it must be done strictly and anywhere you require assistance, let me know. If there is any Department that is trying to obstruct you from getting information, let me know in time”, Barr. Wike stressed.

Regarding the second committee on Land Uses/Purpose Clauses of Land properties at Locations overtaken by commercial and other activities, headed by the Director of Development Control, Town planner Mukhtar Galadima, the FCT Minister disclosed that it will focus on widespread land use violations in the FCT.

The committee, he stated, will identify properties where the original purpose outlined in the Certificate of Occupancy (C of O), such as residential use, has been illegally converted to commercial activities and vice versa, without government approval.

The Minister highlighted that these violations have deviated from the Abuja master plan, stressing that the committee's recommendations will help the government determine appropriate actions, which could range from outright revocation of land titles to levying penalties and charging for formal land use conversion.

He said, "If You have a C of O that its purpose is for residential, but go there today, it’s turned to commercial and that of course is in violation of the certificate that was issued to you, this Committee is to identify all those areas that are in violation of the use of the Certificate of Occupancy as given to residents. ….and recommend to government what appropriate step to be taken, so that we comply with the rules or to the guidelines that were given. It’s very important to us. Are we going to say outright revocation for not complying with the provisions in the C of O or there will be a penalty and then you ask for conversion and pay the appropriate fee?”

“So, the Committee will have to advise government, and this will be done within two weeks, because when you give long time, there will be no commitment to the work. I believe that the Committee should come up with a robust recommendation of what government is to do”, the Minister stated.

In addition to inaugurating the committees, Barr. Wike also directed the heads of relevant departments, including Lands, AGIS, Development Control, and Urban and Regional Planning, to immediately provide a comprehensive list of all defaulters on ground rent payments, including those from 2024 and 2025, for enforcement.

The Minister who underscored the urgency of the action, explained that generating revenue from outstanding ground rent was vital to the funding of critical infrastructure projects in the 2025 budget, which he revealed has been assented to by President Bola Ahmed Tinubu.

“So, all those that are owing, from the ones that have been published and the ones that are owing from 2022, 2023, 2024 and 2025, we have to provide it so that we start immediate implementation in order to receive funds that will aid us in the development of infrastructure.

“The 2025 budget of the FCT, which has been assented to by Mr. President, has been submitted to us without funds. There is no way you can embark on projects that will have positive impacts on the lives of our people without funds. So, please – Director Lands, AGIS, Development Control, Urban and Regional Planning, make sure that you work very tirelessly to see that this result is achieved”, the Minister said.

Essential Workers are striking in Abuja. People are complaining of intimidation and non compensation by his boys and the standard of living there is all time high due to his demolition and reallocating those lands to people that just leave them there.

Teachers went on strike he blamed it local govt chairmen,health centres in Abuja all went on strike for more than four month,I am still sure they are on strike.

Insecurity in the City is worse compare to other ministers.

If d minister have done all dis in less than 2 yrs and u still asking what has wike done.. Then u r simply bitter or u don't know the state Abuja was before he took over

Atimes I just can't help but wonder why a good number of you have either decided to be deliberately ignorant or too dumb to read or make your own research. AI is all over the place, a simple search will will provide clarity.

Since you want to be spoon fed let me help you out.

Education: As at last count the Fct administration under Wike had completed the renovation and equipping of about 70 secondary schools in the territory. Some provided with boarding facilities.

Also 16,000 indigent students in the territory are under scholarship bankrolled by the FCT

Transportation: the administration in the first two years completed the abandoned Abuja metro line that runs from the CBD to the Nnamdi Azikwe airport , a feat that marvel many due to the vandalism that befell that project and the speed at which it was completed and put to use.

Still on transportation, for the first time in history of Abuja, the city now have standard bus terminals in 3 districts, 2 commissioned and put to use and the third at an advanced stage of completion with plans to build more.

Agriculture & Rural development: the administration provides grants for fertilizers to rural farmers and more importantly residents in the satellite towns where most rural farmer are domiciled . They never had it so good with the construction of rural roads to facilitate the transportation of agricultural produce from the farms to the city centre.

Health: Basically all the General hospitals and tertiary health centres in the Fct are currently undergoing full scale renovation and equipping, some at advanced stage of completion.

Sports/ social services..the fct is currently building 2 multipurpoe sport centres in strategic location in the territory to actively and meaningfully engage the youths.

Also plans are in progress to revamp the IBB golf course.

Water; the administration recently completed, commissioned and put to use the Abuja greater water supply scheme abandoned for years.

Human Resources: this administration pushed and was able to establish the FCT civil service commission a feat that was a mirage until the advent of this administration. Now civil servants in the FCT can now have career growth.

Legal: For the first time in history abuja is about to have it's own high court and magistrate court which are at advanced stage of completion.

Road infrastructure & connectivity: You know all too well of his exploits here.

Security: The administration constantly provide the security agencies with equipment and gears to fight insecurity including building of police stations in areas where it never existed.
