No college in Canada will give you PAL without Tuition deposit.
I don’t think there’s any school in Canada that will give you a PAL without a tuition deposit. Even in my case and I had a fully funded scholarship from an external organisation. I still had to pay the deposit before they would issue the PAL. My award letter wasn’t enough on its own.
The only real difference is how much each school charges. For mine, it was $2,000 for international students.

I thought master’s and PhD programs don’t require CIP code eligibility for the PGWP (they are automatically eligible for PGWP).

You don't need to have your full second-year tuition fees upfront, but IRCC requires proof that you or your sponsor or you will be able to cover the second-year costs without relying on working in Canada.

That’s why it's always advisable to show both your full tuition fees and at least $23,000 CAD in living expenses.

As of 2025, the job market is quite tough—Nova Scotia currently has the 7th highest unemployment rate in Canada, and as a newcomer, it's even more challenging.
https://ycharts.com/indicators/nova_scotia_unemployment_rate
https://lmi.novascotia.ca/unemployment
So please do not plan on working in Canada to pay your school fees. You might manage your living expenses (like rent, food, and bills), but school fees are a different story—and I don’t want you to struggle.

Let’s look at the numbers:

The minimum wage in Nova Scotia will be $16.50/hour starting October 1, 2025.
During holidays (when you’re allowed to work full-time), the maximum you can earn is:

$16.50 × 40 hours/week × 4 weeks = $2,640/month before tax
After tax, that's about $2,400month
But your monthly rent, food, and bills could easily reach $1,500 (and that’s being conservative).

Keep in mind, this level of work is only possible during school breaks—usually a maximum of 4 months per year for international students.

So you can’t rely on working in Canada to pay for tuition. The math just doesn’t support It's better to plan ahead financially and avoid unnecessary stress.
The category of people on jobs that will have this little deductions in canada after tax a month should be very lucky grin
Before tax of $2,640,after total deduction like govt pen, federal tax, union dues,Ei contributions, you won't have more than $2,000 dollars as take home pay.
However jobs without union and Ei contributions has no benefits.

Facts — I agree with you 100%.

The person is even on a student visa, so they likely won’t be in any union to begin with.

you will suffer ooooo no think am

I’m just being moderate with my figures, but trust me — you can work in Canada legally to help pay for international student school fees, except if you’re in a very cheap, super cheap school like:

1 Memorial University of Newfoundland (MUN) $6,612/ Year Newfoundland & Labrador https://www.mun.ca/become/graduate/tuition-fees-and-funding
2 University of Northern British Columbia (UNBC) $8,600/ Year British Columbia https://www.unbc.ca/international/tuition-and-fees
3 University of Saskatchewan $8,704/ Year Saskatchewan https://students.usask.ca/money/tuition-fees/graduate-tuition.php

Fees are all Program dependent

Even at that, you will still struggle — it’s not as easy as some YouTubers make it seem.

The overall unemployment rate in the country is high, and these schools I mentioned are located in some of the highest-unemployment cities.

But hey, what do I know about anything?

You really can't track. You just have to wait for a response. However there is a IRCC tracker that might be of help

After paying your complete tuition fee for the duration of your program, what you will have as POF is your living expenses for the duration of your program.

(Your second-year fees plus more) + (Before September 1, 2025, The current minimum amount living expenses is CAD 20,635)
No one knows the exact amount because IRCC can be running mad, but it’s always good to show that you have the money and more plus available at any time and that it’s not a problem. Your sponsor should also be able to pay at any time.

Thanks but I thought it’s only 1 year living expenses and your remaining tuition fee you ought to
calculate during your POF…

Hello, please my cousin needs your advice. He is yet to get a response from the IRCC and school resumes 1st week of Septembet, 2025. Can he send a webform to the IRCC in a bid to tell them that the school resumes very soon. Also the school has sent him a message to start registering for the courses he wants to take but he is a bit confused on what to do, please anyone who has been in this situation before can advise. Thank you in advance.

calculate during your POF…
Yes and no — but every case is different.

Let me explain. During Proof of Funds (POF) assessment, many factors are calculated and taken into consideration.

I do not know your exact situation, but in most cases where a sponsor (such as a parent) is providing POF, IRCC will also look at the number of siblings the applicant has. They will consider how the money for POF came in, and whether the sponsor will be able to get that money back quickly. This is because IRCC knows that parents may also have other children (brothers or sisters of the applicant) who depend on them financially.

Therefore, it’s always good for your sponsor to show that even after giving you the full amount required for one year’s living expenses and your remaining tuition fees, they still have enough to take care of the remaining siblings’ fees and general family upkeep. It should also be clear that the business or job they have can generate that amount back over a short period of time.

That is why it’s always better to have more than just the exact one year’s living expenses and tuition fee amount in your POF.

POF can be tricky. For example:

Case 1:
Someone has ₦65 million from the sale of family land, not from a regular business or job. Their total school fees and living expenses are ₦45 million, and they are the second child in the family while the first child is already studying in the UK. IRCC might deny the visa, saying there is an insufficient POF, because they know the family will still need to pay school fees for the first child.

Case 2:
An only child or last-born child has ₦55 million, while their school fees and living expenses total ₦45 million. The parents are retired and on pension. This applicant might get the visa because there are no additional family responsibilities.

Remember, when filling out your application forms, you give IRCC the names and details of your family members and their current situations.

So you see, it’s not just about the amount of money. It’s also about the dynamics — the sponsor’s job or business, the family’s responsibilities, and the siblings’ situations.
