My only concern is cost benefit. How will a man who runs personal budget be OK with taxpayers paying people to run and see who whistles them. The whistling sef is not clear-cut in the law, and probability says if you run 100 times, you might get whistled once

So we will pay 100 hours for you to run, and another car to trail and video you, just on the off chance one old school nucca will whistle you

Who even whistles these days? Like who will wind down their window to whistle someone running unless that person is running unclothed.

Same Police are overstretched and no longer investigating burglaries, car thefts and bike thefts. I learned this about 15 years ago when my bike was stolen outside the gym and I went to report, they basically said they don't have time to check CCTV, but somehow this Police force has time to pay people to run and someone to escort them to capture evidence of whistling.
