USSR had the largest army in Europe, and a stockpile of nuclear weapons that dwarfed that of the entire western Europe combined. It was smart of them to form Nato (and the European Union) to protect themselves against Russia, as they'd easily be conquered standing alone.

What's sad about this, the money that this is going to cost, could have been used the fill the needs the District has been asking for.

Why don't you put together a budget of this and then tell us why this policy is better than given that money directly to DC to hire more police?
