1.) The US had already indicted Osama Bin Laden and the FBI had an international man hunt for him. They had asked Pakistan if he was there. Pakistan at the time denied it. The mission became necessary so that Pakistan wouldn't tip of Osama Bin Laden.

2.) In comparison, Israel killed lead negotiators who they had been negotiating with. They knew who the people were, they knew where they were, Qatar was not hiding them and they had never asked for their extradition of even made an issue that they were in Qatar.
