Instead of this, I would advice that you take up the drawing of Umahi's road (as I usually call it), and do your own costing.

The same way you can't do comparative costing for a borehole without understanding the soil of the area, you can't compare roads costs for soils you haven't tested. That would be unfair to the engineer.

The last time I eye balled the comparison I was looking at an over-valuation by the Lagos-Calabar by at least 100X for the same length of the Cairo-CapeTown. I mean reasonable considerations can be made regarding the heterogeneity of terrain and all, reasonable.

Bro I am disappointed in your submission and defense on Dave! I am not an engineer neither am I an economist but the least basic elementary economics could solve this problem. For you to have any average cost you must have a total cost of production and for the total cost of production to be available there must be quantity surveyors to look at every variable to bring about the total cost and since the road comes in kilometer the bridge(s), swampy areas etc will be calculated in the kilometer then you then divide the total cost per kilometer to get the average cost. This is not only applicable to road but any production And if you say it is not professionally right why is it that they budget is over 700 billion naira for the road how did they come about it? how comes they get the total cost for the money that we can't get the average cost since the road is in kilometer i.e unit per production? We all know presently the average cost but we want to hear from the minister why the money is that outrageous that per kilometer is 4-10 billion and he knows that, that is why he is dodging the question. Go back to production in engineering again their is no way there will be average cost without a total cost so let him tell us the average cost which will come in unit of production known here as kilometer and let us know why it is like that simple! And the least he can do now is to tell us how many kilometers (unit of protection) has been done and divide it by the total costs for us to know how much he spent per kilometer right now! But the man is being defensive and invasive because he knows Nigerians are not always accountable and transparent.

To tell you the truth, I have also compared this road to the same being done somewhere between 2 European countries and I feel Nigerian's road is crazily expensive.

But I also don't have the drawings. Maybe na marble finishing our own go get. Maybe na drone go make our own expensive, I no know. So, I have not complained about it.

I appreciate your having an engineering background and our robust engagement on this.

Sincerely, seeing the quotations I keep imagining whether operational maintenance or facility management or dynamic surveillances (utilizing drones like you mentioned) has been factored into the ballooned figures. But I doubt that cos projects are supposed to have a definite start and definite end, operations are different.

Oga, the road has covers a known distance, a feasibility study along with costing has been done, a project amount has been agreed with the contractors as the cost of building the road, of course cost of contingency is included, why the is it had to give an average cost per kilometer? Any toddler can give you the average cost by looking at the total cost of the road and then divide it by the length! Average cost covers all the bridges, sand filling, diesel, staff salaries, cement, gravel etc.
Common sense says if the contract to build the road was given to hitech at eg 39tillion and it is a 700km road, the average cost per kilometer is therefore N55,714,285,714 (fifty five billion, seven hundred and fourteen million two hundred and eighty five thousands seven hundred and fourteen naira only).
Omo, from the cost per kilometer you see why the minister is been smart by half, he does not have the guts to mention that money per kilometer because Nigerian will call him and his gang Ole, even if not Ole, how can this administration justify spending such amount of tax payers money on such project at this difficult times economically speaking.

Also, in the spirit of educating the journalist or the public that the journalist represents at the point of asking, being the expert that the minister professes he is, he can give an answer that best describes the figure being requested. Those are standard questions, parametric even. One does not score a political point by merely asking of a characteristic of a project. If the figure(s) the minister is trying to hide is prohibitive, scores can begin from there, of course after reasonable considerations, after all the figure isn't expected to remain the same throughout the project lifecycle.

Also, Rufai does not need to be an expert in the field of his guest to ask the questions he did. Infact, assuming his question were ignorant it actually plays in favor of the journalist in the sense that he is representing at the moment a section of the populace who do not have expertise in that field but would like to know the same answers he is seeking, that way he fulfills his journalistic purpose of informing all strata of the public who are equally contributors to the construction of the said project.
