Those on some type of visas are temporary residents and its your responsibility to ensure you are still in status and not violate your visa requirement
You checking in for 30yrs or 100yrs does not make you a permanent resident until you do what is needed. Its not the officials responsibility to help him change his status

Its like in a school, its your responsibility to register for courses and ensure you graduate, staying in the school for 10yrs without doing what is required wont make you a graduate

There are several ways to be on track to being a green card holder.

I didn't say it was the officials responsibility to help him change his status. It is the officials responsibility to tell him if he missed something. I don't know of any official procedure where if your documents are not in order they don't tell you you missed something.
