i think their system has a glitch cos everyone seems to be shortlisted
even a friend of mine that didn't even submit his application was shortlisted

Does it mean shortlisted or not shortlisted?

Nop.
If you are shortlisted,they will bring out congratulations message but if you are not shortlisted,they will bring out regret message

The site is working now...you can complete your registration and submit

But seems lots of people passed through this stage because all the people I know we're picked. Hopfully It will continue up to the final stage too.

I faced the same issues, trying to print out the pdf..passport didn’t show.
