This happened to me in Awka, Anambra State.
(Those officers didn't know that they met with a strong-headed but quiet somebody)

For those persons who know Awka very well, this thing happened at that Military Checkpoint which is very close to the ICC center, along the old road.

On this particular day in question, the FRSC officers were also operating near this Military Checkpoint in question. They usually do that on some days.

They stopped me for no obvious reasons, and I parked one side, so that I wouldn't be seen as disobeying the officers of an instituted authority while they are on their legal duty.
They demanded for my papers which I gave to them, and they checked everything and gave the papers back to me.

They demanded that I opened my car boot (my car trunk). After they finished all their searchings and checkings (they even checked the spare tyres and jack and triangles), they later said that my Fire Extinguisher 🧯 has expired, that its pointer is not pointing within the green range on its indicator.

I said “Ok,, so what next”?

They started booking me (for the offence they said I committed).
I stood there quietly and silently, and waited for them to finish.

(if the officer had taken me to the back of the car early enough, and wanted to settle my matter quickly, I might have considered settling myself with them there-and-then in order to be on my way as quickly as possible,, but since they have decided to waste my time on protocols, then I decided that we must do the protocols to the end, and they won't get any shii-shii from me -- whatever money I have to pay, it must be to the headquarters, and not to them again.)

After they finished wasting all my time while they booked me, they came and told me that I should pay ₦12,000.

I said “Okay”.
I didn't even argue.
He then said that I should pay to them so that they can help me and pay it for me.

That was when I started my own wahalla..

I said to them that I won't give them shii-shii..
I will pay the ₦12,000.. No Problems.
But I must pay it directly into the FRSC Headquarters’ Bank Account.. AND NO TO THEM.!!
The officer directed me to their oga.

I was laughing at all of them inside my heart.

Their oga said I should leave my vehicle there with them and go to any bank which is close-by, and that the bank will generate Remita code for me, before I can pay.
He told me that it is usually long process, and that is the reason why they usually opt to do it for the people, so that they can lump all the money together at the end of the day and generate one Remita Code..

I now laughed-out..
I couldn't hold the laugh any longer.
He asked me why I was laughing,, I just showed him my phone.
I had already logged-in to the Remita App on my phone while he was still talking,, and I had even found the FRSC on the Remita App..

I told them that I will make the payment directly to the REMITA, and generate the receipt right in front of them, and go and find a printer anywhere, and print it out and give to them, and that the whole thing wouldn't even waste 15-Minutes.!!

The officer told me that it seems that I am a person of trouble.!!
I told him “No oooo!!”

I then told him that before I make the payment, that I need to read the content of the document which they used to book me..
He gave it to me, and I finished reading it.
I saw the offence they said that I committed, but I didn't see where they wrote any amount that corresponded to the offence.
They didn't even write “₦12,000” on top of that document..

I asked him how he knew that my offence is equal to ₦12,000? I told him to write it on top of that booking document.. The rule I broke and the corresponding penalty to it,, then, a summation at the bottom which shows how much I should pay.

That was how I started teaching the officer how to book people properly for offences.
He was visibly not comfortable that I had all the time in the world to waste with him.


I told him that:
“it is either he gave me my own duplicate-copy of the booking document, or else I take a photograph of the booking, I would print out and keep inside my archive of payment-receipts -- which helps me whenever I am doing my financial audits”

He shouted “haaaaa.!! That one will be difficult ooo”
I asked them whether it is also difficult for them to give me my own duplicate copy?? And they said “YES”,, that they don't usually give it out..

I was visibly enraged..
I asked them: “How can I be paying for something I don't even know how it came about, and yet, there is no evidence for me to keep -- which confirmed that I paid for such a thing??”

I now demanded for them to also show me the the book or booklet that contains the schedule or the rundown of all the possible offences that someone can possibly commit and all their respective penalties -- so that I can snap photos of them too, because I need to know all these offences and study them very well, so that I won't commit another offence again another day.

The Oga said to me,, Oga, please bring ₦3,000 and go your way abbegg..
I told him that I don't even have ₦500 cash on me.. But I can do the ₦12,000 to Remita, because it is wireless.
They told me to go and do POS and give them the ₦3000 cash, but I refused.
I had to tell them that they had wasted my time so much to an extent that everything must have to be fully done accordingly in accordance to the strict protocols, and therefore, let us do the whole protocols to the end.

I then told them that I also even needed to snap the photos of the document which they used to charge me,, and to also snap photos of their main book which contained the list of all possible traffic offences..

The next thing he said was: “Oga, come and be going abbegg.!!”

I was like,, “After you finished wasting all my time.?? What about the booking nko?”

They said that they will tear it., that it is no more necessary again.

I still pestered them further, that the reason they wanted me to go just like-that is because they wouldn't want me to know all the other hidden traffic offences, so that they will catch me another day.. I told them that they should get the document which contained all the traffic offences so I can have a look at it; but they told me that they didn't come to the field with it, that the document is at their office, that I can drive to their office and demand for it.

That was when I got back inside my vehicle, started my vehicle, and dropped one parting word for them:
“This nonsense you people did to me is the exact reason why nobody likes to stop whenever they see you guys on the road.. This thing you are always do to people is the exact reason why a lot of people end-up seeing you guys as grossly unprofessional in your dealings with the people,, and it is too baadd..”

AND I DROVE OFF,, AND LEFT THEM..!!


What pained me most (after I left there) was that I didn't even take time and look around chests and shoulders of those officers to see whether I can get their names and their service numbers..

It would have made it very easy for me to report them to their headquarters, without having to waste too much time in explaining their identities..



Assuming that I ended up paying that ₦12,000 on Remita, I would have vehemently insisted on taking the photographs of both the original booking and the duplicate copy which is supposed to be my own,, and I will find @FRSCNigeria on Twitter and on all social media, and even their Official Email Address, and I will continue to send them messages -- until someone responds to me.

That day was almost totally wasted for me.
I spent like two hours there,, arguing back-and-forth with them..
The experience was so bad.!!

It even turns out that many Nigerians are suffering exactly the same thing in the hands of FRSC Officials... And some of them have come up here on Nairaland to tell their own stories too..

WITH THAT, THEY WILL HANDLE YOUR CASE IN THE MOST ORGANIZED AND PROFESSIONAL MANNER..

But being that I didn't later get to pay,, I guess that was the reason they didn't even bother to respond to me..

They didn't even show me the list of offences and their penalties -- which I requested for on several occasions after that.

You did good, the issue is that many motorists may not have the particular fine for that offence at hand, and so they submit themselves to the frsc officers and decide to negotiate, I encourage everyone who has the money or can put a call through to someone to get the money, to proceed to handle the matter like OP did, these criminals will notice the pattern and behave themselves on the road.

As much as this is hilarious, I must commend you for standing up to them and demanding things get done the right way. FRSC officials are another set of government empowered officers that need to be reformed. For starters, they need to publicly publish or display all road safety rules and the penalty at default, that will go a long way in bringing sanity on the roads. Sadly, we all know that these people are not after the safety of road users. They are simply after their pockets and their bosses are in it too. The story of Nigeria.
