How about incentivizing the armed forces and relevant agencies? For instance, promote any colonel that neutralizes a bandit group, to brigadier general. There should be competition for promotion, based on reducing insecurity.

Or make the Army 2nd Division to compete against the Army 88th Division. Or DSS to compete against JTF. Or financial incentives etc.

If elections were to be held tomorrow ... and he was running ... with this statement I would cancel voting for him. He has either lost his mind .... or has sold out. Explain to me why he would allow a foreign country's military to enter his country to take care of a domestic problem? .... an old problem that while he was President found a solution in contracting foreign mercenaries who were very effective in rooting out the terrorists? Is he suffering from dementia?
