Nifemy4:The real underlying issue is a government and its institutions that are both weak and corrupt. Not just this regime but all those before it. Relative security is possible but justice must be swift and unbiased. Equity and justice must prevail against political and ethnic considerations. He should license gun for some categories of civilians, employ foreign mercenaries, and set progress deadlines for the army chiefs. These are simple methods that have worked in many nations (including the USA), against overwhelming insecurity.
