Allow the OP to be deceiving himself in plain sight. The Quranic verse he is quoting clearly states that such is punishment for those striving against Allah and his messenger AND not against the society or constituted authority and yet the OP is blatantly misapplying it.

The truth is that those quasi-jihadist bandits and religious terrorists shouting "Allahu akbar" while kidnapping people are difficult to restrain Islamically. There is abrogated in Islam and all earlier else's that appear peaceful and accommodating were revealed when Islam was still fragile and the Prophet needed alliances. They were subsequently repealed or abrogated by much more intolerant verses advocating fighting and killing the infidels later when Islam gained prominence and newer revelations emerged.
