The Lagos State Commissioner for Physical Planning and Urban Development, Dr. Oluyinka Olumide, has raised concerns over a report by a section of the media in which he was wrongly credited with statements suggesting that Lagos State was set for a second private refinery following confirmed talks with new investors.

The Commissioner clarified that he did not make such comments and did not at any time grant an interview or issue a statement relating to refinery development, petroleum investments, or investor negotiations.

Dr. Olumide explained that the statutory mandate of the Ministry of Physical Planning and Urban Development, especially in relation to infrastructure development, was unambiguous as it involved land-use planning and control, including zoning regulations, layout approvals, and the processing of physical planning and development permits for projects, in line with approved master plans and extant planning laws.

He stressed that while any major infrastructure project, including a refinery, was subject to planning approval and zoning compliance, decisions on investment promotion, project initiation, or sector-specific policy pronouncements fell outside the Ministry’s scope of responsibility.

The Commissioner described the attribution of statements on refinery investment discussions to him as inaccurate, misleading, and unprofessional, and called on media organisations to uphold accuracy and proper verification when reporting on government activities.

He urged members of the public to disregard the report, noting that all official communications from the Ministry would continue to be issued through recognised and authorised channels.

are those East States you mentioned safe for such.. First thing investor do before they invest is safely.. Do you want a whole refinery to close down every Monday. Ondo or Ogun and Ibadan is also a good location to build a new refinery.

You people always think that on Mondays, everywhere is locked up. I want to expose some of those myths


1. Mondays sit at home was only strong then based on the fact that armed men weren’t around instilling fear in people. Heck, even cultists took advantage to rob people then.

2. Since security was tripped on Mondays, people go about their business.

3. Market gates are opened on Mondays, but the traders make their individual choice of staying at home.

4. Inter/Intra state traveling takes place on Mondays within all SE states

5. Companies work on Mondays. Their are companies that have furnaces that will need a minimum of two months to start it up if shutdown, you can’t tell me they stop operations on Mondays

6. No state capital in the east adheres to the sit at home currently. I don’t know for Abakiliki




You guys should endeavor to stop giving us analysis of what’s going on in the south east from whatever place you are

MIDOil Refining and Petrochemicals Company Limited has concluded plans to commence the construction of a 100,000 barrels per day modular refinery at Sekungba/Ejinrin, Ikosi/Ejinrin Local Council Development Area of Lagos State.

When completed, the 100,000 barrels per day refinery will be the second in Lagos after the Dangote oil refinery.
