For any electoral manipulation to be effective, it must start from the ward level which involves heavy votes buying most times...

In fact, the more obscure the rural area is, the better the chances of manipulation..

Yakubu's job is just to collate and announce all the results from each state as certified by the REC and not to verify their authenticity.

This is why I always laugh at anyone who believes Obi could have won the elections with his very poor showing in the core Muslim North. This is a candidate who cannot even boast of a single party agent in those places.

If you can forge presidential directive in inter party primary, you can as well forge in the declaration of war.
