Publish The Version Of The Tax Bills Received From The National Assembly - SERAP by Nairalandankra(op): 1:10pm On Dec 21, 2025
Socio-Economic Rights and Accountability Project (SERAP) has urged President Bola Tinubu to “urgently direct Mr Lateef Fagbemi, SAN, the Attorney General of the Federation and Minister of Justice to widely publish a certified true copy of the version of the tax bills received from the National Assembly and a certified true copy of the tax laws signed by the president.”

The documents requested by SERAP are: the National Revenue Service (Establishment) Act; the Joint Revenue Board of Nigeria (Establishment) Act; the Nigeria Tax Administration Act; and the Nigeria Tax Act.

SERAP also urged him to “urgently establish an independent panel of inquiry to promptly, independently, impartially, transparently and effectively investigate the allegations that there are material differences between the tax bills passed by the National Assembly and the tax laws ultimately gazetted by the Federal Government.”

SERAP said, “the alleged unlawful alterations of the tax laws would offend the provisions of the Nigerian Constitution 1999 [as amended] the requirements of international human rights law, and the fundamental principles of the rule of law and separation of powers.”

“This means that any passed bills and signed laws must be accessible, authentic, intelligible, clear, legitimate, and predictable so that people can know and comply with them.”

Widely publishing the certified true copies of the tax bills passed by the National Assembly and the tax laws signed by the President and the gazetted versions would also allow Nigerians to identify if the provisions of the laws are consistent with their human rights, and seek effective remedies to challenge any infractions of the rights.”.”

The National Assembly established that substantive provisions were inserted, deleted, or modified after passage by both chambers. Several oversight, accountability, and reporting mechanisms approved by parliament were reportedly removed in the final Acts. New coercive and fiscal powers (e.g., arrest powers, garnish without court order, compulsory USD computation, appeal security deposits) were also reportedly inserted in the final Acts without legislative approval.”

“Section 39 of the Nigerian Constitution, article 9 of the African Charter on Human and Peoples’ Rights and article 19 of the International Covenant on Civil and Political Rights guarantee the right to seek, receive and impart information.”

Instead of asking Mr. President to direct the publication of the copy that was forwarded to him, why not call on the Clark of the National Assembly to publish the exact copy that was transmitted to Mr. President. The signed copy has already been gazetted and published, that should serve as the president’s copy. Now, let the National Assembly publish their own version.

The new Nigerian tax law is nothing but a crime against the Nigerian citizens.

As a Nigerian, I haven't benefited from Nigerian government.
I funded my education.
I established myself after a wasteful years in the Nigerian university.
I paid my rent and afford myself basic amenities.
I contributed to the purchase of electricity transformer in my area.
I contributed for electricity cables and paid PHED for connections.
I purchased for electricity prepaid meter where I now paid electricity subscription on a regular basis.

There have never being any form of dividends given to me as an indigenous oil reach State.
No scholarships
No loan
No grants
No basic amenities from the so-called government.
No job.

Then, after successful established myself, I then pay tax to government. Una no get sense? Tax in developed countries is like a business, they get a return from what they invested for in their citizens and I've never seen a business men who seek a return from where they didn't invest.

It's not the duty of the SAN to do that, it's the duty of the people accusing the FG. While accusations and counter accusations are going on, I am yet to see the so called what is altered. Those accusing the FG should bring the two versions forward then, FG can now be exposed of forgery. Until then, it's just noise and those that doesn't want it to be implemented are the one making the noise. You accuse someone of a crime and you are still telling the person to bring the evidence that he did that... Are you not the one to bring out the evidence?

Right from the beginning, majority of these northerners thought that the tax adjustments are against them, and they won't want it to come to light. They are the one that started this again but yet to provide a concrete evidence. The lawmaker that accused the house of assembly leadership or the FG has his own copy, he should publish it ooooo.

When they said 'Renewed Hope,' we didn't know they meant 'Renewed Fraud.' How can a law change its DNA between the National Assembly and the Printer's office? This isn't governance; it's a 'Yahoo-Yahoo' scheme at the executive level. They are literally forging laws to tax the life out of Nigerians. If the President cannot publish the CTC of what he signed, then the version in the Gazette is nothing but a forged document from a criminal enterprise.

The Freedom of Information Bill is already law, so publish the tax bill and let everyone see it.

It is better for SERAP to publish the Tax Reform Bill with them. SERAP should let Nigerians have the version with them. Nigerians would work with it after verification with the version with the Clerk of the National Assembly.

Remember, in 2024, Senator Abdul Ningi complained about the implementation of double 2024 budget which he said one version was padded with 3.7 trillion. He made remarks as Chairman of Northern Senators Caucus. This time around the complain came from House of Representatives member from the North. Reverend Ezekiel had earlier complained that some Northerners will not obey the Tax Reform Bill. The version with the Senate and the version with the House of Representatives had been harmonized and passed by the President. If there's a discrepancies let SERAP published the original one and the one signed by the President.

We hear it almost every year with the budget

The onus is on the National Assembly to put in place procedures to forestall this

Immediately they agree a bill and transmit it they should publish what they transmitted
Also they are supposed to be present when the president signs . Did they receive a copy where is it

When a law goes into several pages does the president sign every page


Finally this question of GAZETTING. is it defined in the constitution
Why is it for the executive to gazette a law?
If Nigeria signs a treaty with Togo is it Togo that gazetted
GAZETTING should be owned equally by the executive and legislature
What does it mean and does the National Assembly have a procedure for checking
Any Word Processor will check within 1 minute

Why has it taken so long

Every proposed bill is given to each of the Federal legislator for scrutiny and debate, and once the bill is passed and accented to by the President, it becomes an Act and copy of the act is equally sent to all federal legislator.

It is funny to see a presidential candidate will subscribe to this type of rumour when he could have contacted any of the legislator at the Nass for a copy.

Traditionally most of the major bills are done with some minimal ceremony where the Clerk of the Nass, SP, Speaker and other principal officer of the legislator can witness the signing of such bill by the President.

Nigerians just like to dramatise everything and add their beer parlour gist to every topic and turn a straight forward issue to a controversial one, just like Peter Obi have joined the rumour mongers to embarrass himself
