It's embedded throughout the requirements: pitch quality standards, stadium conditions, training facilities, medical equipment functionality etc. These don't maintain themselves magically before tournaments. The criteria assume ongoing upkeep, not emergency fixes. If you can't see that functional infrastructure requires consistent maintenance between inspections, that's a reading comprehension issue you'll have to solve on your own. I can't help you.

Every outcome out there cannot always be used to bash the country. A bid is either won or lost. Countries bid to host the Olympics and a winner is announced will that always be an indictment on the others who took part in the bid? Haba

Nigeria has want, lacks tools (systems).

Tools = institutions, laws, enforcement.

And, why forget youth tournaments? Why forget women's football and all others? The point is total football achievements across all levels. Nigeria trumps by a wide margin and Nigeria's 5th rank in World football will never be toppled by any other African team. Morocco is 12th now right. That's good.
No one cares about who wins the baby tournaments...they are for development of young kids...That's the main objective...For elite football nations. Winning them is secondary.
It's the nonsense which is why Nigerian youth teams were fielding over aged players back then to impress the gullible Nigerian society.
Since the MRI scan has been enforced strictly by FIFA Nigeria hasn't even come close to winning those youth tourneys.
Yes Morocco have been underachievers in the AFCON but I do believe they're going to win one soon and the fact the fact that they're a genuinely good side who can match up to any team currently in world Football

If losing bids is just normal competition, then why haven't we successfully hosted a major continental tournament in decades despite recent attempts? What's your explanation for the consistent pattern of failure that doesn't involve acknowledging our infrastructure and organizational deficiencies?
