Extradition is only done when there is a mutual treaty, which is where interpol come in.( We even extradited a Chinese national back to China last year by the way) Finally the Nia is more covert than overt. Also external intelligence is not a James bond type of thing. A spy working for Nia would probably work undercover as a diplomat or journalist and be collecting information which is kind of what most spies do. Its very easy to get any nigerian in any african country except you are in somali or errittrea. Nigeria cannot imprison a chinese citizen, china imprison lots of nigerian and kill some of them.
