But let me just explain it in a lay man term:
In fifa rules being from a country is not enough
Having ties to a country is not enough
Holding/submitting a passport to fifa is not enough
The rules state that before submitting a passport to fifa all administrative requirements of that country must have been fulfilled before submitting a passport
FIFA can withdraw clearance from a player to play to play from a country if the passport He submitted to fifa if found fraudulent.

Now to the congolese case:
What is the administrative requirements for one to get a passport?
You must hold one nationality, dual nationality is not allowed, clearly stated in there constitution (administrative requirements)
Holding another passport alongside the Congolese passport, makes you not even a citizen of that country (exceptions to 21 year olds)
You can't waive a constitution or apply it to a few
A constitution is binding, it can only be replaced or amended, and this process usually take time

What's Congolese law have to do with fifa rules now?
The administrative part, congo did not fulfill the administrative part of issuing the passports, to players who are dual nationals (as these Congolese players still hold other passports)
According to fifa that's fraudulent, looks like the passport were given to the players illegally without fulfilling all administrative processes.
FIFA is still binded to a countries law, fifa laws are not above a country laws.

On a normal day fifa shouldn’t be bothered about national laws but a situation where countries can be shameless to go against their own constitution then fifa needs to protect the integrity of the game if they see it that way sha!

Many countries that dont allow dual citizenship have- Togo, Congo DR and Surinam etc.


Nigeria's argument is on deception - speed of issuance of the passport without prior renunciation suggesting fraud.

There is nothing wrong with countries relaxing their laws to accomodate sportsmen. That is a national matter. All FIFA wants to know is if you have legit document that proves you are a citizen and is cleared by that country. DR Congo has their minds fixated on the intercontinental play-offs
