Residence permit is permit. It does not mean I must reside in your country for five years at a stretch. Such laws can easily be satisfied. Countries plan to win world cup ten years before they win it.

France did it through the establishment of INF Clairefontaine in 1988 and won the world cup in 1998. Germany set off their own plan in 2006 and won the WC in 2014.

Therefore such rich countries like Qatar can set out such a plan that involves integrating players from other countries into their national team not necessarily to even win the WC but even to compete very well.
Yes, but to FIFA you need to have a clear connection to the country to represent them.

If you don't qualify through birth or ancestry then the other option is through residence which for most footballers is through playing professionally in the respective leagues.

The French and German players in your reference were still largely from immigrant families and born there.

Unless Qatar and those Arab nations will be signing 17 year olds to their leagues and giving them passports at 22, it won't work.

Nothing is impossible with a plan.

My reference to France and Germany is not in reference to the children of immigrants in their team (an idea I have come to detest) but to the fact that countries set out long term plans to win the WC.

Stop confusing yourself, your assertion is that Congo called up ineligible players whereas their parents are Congolese and as such eligible under FIFA rules and got approval from FIFA to switch.

The Brazilians Togo called up on the other hand, had no Togolese parentage and didn't meet the residence requirements even though they held the passports, hence the problem

The issue is that by Congolese laws if you are a dual citizen, you are not regarded as a citizen of Congo. That's the crux of the matter.

You make it seem as if Congo gave people with Congolese parentage citizenship and Nigeria is protesting against that. Nooo.

Congo made the law on dual citizenship. We are judging them by their own law.
