I am sorry, this is not a case of semantics, but it seem to me that entire verse is just one sentence, all on the same matter.
.
But let's say you are right, what do we make of the verse that precedes that one; or are we going to just pick and choose what we want?
It's why I say we are picking Scripture based on our preferences. If cutting and marking the the body (for the dead) is forbidden, cutting up or shaping the edges of your hair should be forbidden too; but I don't see nobody talking about that.

Your body is the temple of the living God. Just imagine Jesus Christ on tattoos, earrings, nose rings etc. some things don't follow. Honour God with your body.

Know God for yourself and by yourself. Jesus Christ is the standard not any Pastor or man. Jesus Christ is the same yesterday, today and forever. He doesn't change even if the world continues to change.

I'm not referring to the tattoos of the old testament scripture in Leviticus.

I'm referring to tattoos as an addage to the body which is not natural or from God.

All I am saying is that if verse 28 is true for us, why is verse 27 not true for us?

But of you want to continue, let's go:
People use one verse of scripture to support whatever their biases are. Most Christians, or even Muslims, don't quote scripture because they care about righteousness or goodness; y'all mostly do it because you want to use it to judge others. That verse is just very obvious, but it even goes deeper. Culturally, people in the Middle East and part of Africa and India usually cut themselves to mourn their dead or mark their bodies to indicate their number of kills. Some use permanent tattooing or scarring. (You can see it in the body of Killmonger in the movie "Black Panther"wink This is what the Bible forbids. The Bible did not forbid tribal marks or tribal tattoos, so it does not really condemn markings or tattoos in general. And even all that is just in the old testament; because if we want to apply that to our present time and say tattoos are evil, verse 27 too (carving your hair and shaping your beards) should also apply. There is no Christian man presently on Earth that does not do either of that, except, maybe the bald ones. But because you are not biased to it, you did not condemn it.
