You need to understand there must be pledge of allegiance after coup attempt, you need to get all loyal troops to your side. Announcing it will make the culprits run , hide evidence or carry on with the attack.
Obasanjo ran to hide when General Murtala was killed and able to assemble loyal troops to take over the government.
Major Jakolo whom was General Buharis ADC was beaten and locked up as he went to get Intel on the IBB coupist.
General Abacha drove to Bonny camp with his son to get loyal troops to quash the Gideon orkars coupist.

There 8 divisions but don't forget that Corps Commanders are more powerful i.e Armoured, Infantry, Ordinance, Signals, Engineers, Medicals, Supply and Transport. The first aforementioned corps na die and that's why they're far from FCT. I think the guards brigade have more men and military wares than the Army headquarters garrison in the FCT .
