That is what state policing is for.
If you don't want cows roaming the streets of your state, your State Assemblies will pass laws that are now enforceable by the police of your state, subject to superior Federal laws guaranteeing freedom of movement.

Now this apparent conflicting of laws is what makes for debate at the National Assembly and a strengthening of nationwide security structures.

Yes . Let the governors spend security votes on actual policing . Let the NPF fire alot of their illiterate, useless officers , streamline their force to educated , extremely well trained personnel like the CIA, FBI .
Let indigenes who know their land safeguard their states . Not one yoruba officer in bauchi or one mohammed in oyo or one uche in nassarawa .
The only issue we have is the fear that governors will weaponize the state police . That fear is based on the insecurities of the central government. Put a robust law that ensures that governors and the centre cannot abuse the state and national policing structure . Thats all ! We need it to combat insecurity in this country .

Why not start it...too much talk. People are being killed, and we are still debating over an issue that will save lives of Nigerians. America, UK all use state police and they are safer countries than Nigeria. State police will put the protection of a people in their own hands, only indigenous people will be police of their state, federal police will concentrate on highways, forests and risk areas. It will put more guns in the hands of state actors, which is very important.

Those that don't want it can be without, and keep getting killed by jihadists terrorists, those that want it can get it to save their people from fulani jihadists.

We are not joined in the hip, the idea of federal system is autonomy for all states. All states must not have it at once, all states are different just under a country.

True federalism, full resources control, state police, state laws to protect its indigenous people and culture, these are the ideals of federal system of governance, especially in a complex country like Nigeria where we are completely different.

traditional rulers have no constitutional role and are at the beck and call of the governors, so how would they effectively oversight the police?

State policing should be answerable to State governors and council members from each LGA drawn from each ward

Unfortunately, those two groups you mentioned (traditional and religious leaders) are part of the reason why this country will never make it.

The committee you suggested should have representatives from professional associations, youth community groups, town unions, community development associations, PCDAs, residents associations, trade unions etc. as members - instead of 'traditional' and 'religious' leaders. These groups I have listed are far more useful in the grand scheme of things but Nigerians are locked into 'tradition' and 'religion', forever and ever. Its a pity really.

True, some people already quoted me above stating better alternatives, the Governing body of the Police structures should be made up of the Governor, his deputy, lga chairman and the DSS state directors to be an Eye for the FG.
